Planning and Zoning

The Development and Grants Coordinator’s function is to help answer general questions from citizens about Comprehensive plan issues; zoning and land issues; setbacks; Special Exception issues; Variances; Annexations; Subdivision development and Commercial project review. Grants are applied for to help augment the City’s general funds. Past grants applied for include:
  • St. Johns River Water Management District -- Baffle boxes, master storm water plan, reuse feasibility plan and purchase of master storm water retention tracts
     
  • Department of Environmental Protection -- baffle boxes, surface water runoff depressions construction, and the purchase of master storm water retention areas
     
  • FEMA -- grant to master storm water retention area tracts;
     
  • Beautification grants
     
  • Department of Justice -- grants for new officers and School Resource Officers
     
  • DCA -- grants for emergency management control center
     
  • New bullet proof vests for the Police Department
     
  • Community Development Block Grant -- funds for low income neighborhood improvements such as Shepard Park Acres

Comprehensive Plan:

  • Prepare Comprehensive Plan Amendments and Evaluation and Appraisal reports
  • Work with applicants in preparing proposed changes
  • Update the Future Land Use Map (FLUM) after approval by City Council
  • Submit changes to the Department of Community Affairs for review
Zoning
  • Prepare information for the Planning Commission and City Council on re-zoning issues
  • Work with applicants in preparing for rezoning changes
Special Exceptions
  • Work with applicants to prepare documentation
  • Prepare work packages for the Planning Commission
  • Act as a liaison to the Planning Commission
Annexations
  • Work the applicant in preparing applications
  • Submit review packages to City and County staff
  • Work with the County on potential Joint Planning Area issues
Subdivision and commercial site plan review:
  • Work with developers and city staff to enforce the provisions of the Rockledge Land Development regulations
  • Supply support information to the Planning Commission and City Council
  • Review for compliance with the Land Development Regulations
Grants:
  • Work with department heads and City Council on city-wide projects where grants can be obtained
  • Help city Boards with their requested grant needs as directed
  • Maintain required documentation for the life of a grant
Geographic Information System Mapping (GIS)
  • Create maps for projects as needed and directed
  • Update FLUM, Zoning and street mapping
